I can't gift a friend a DLC for a game he already has.

I want to send a friend DLC Shadow of the Erdtree but when I try to make a gift, Steam gives me "The recipient of the gift must own the following:1" despite the fact that the accounts are from the same region and he already has the game on his account, that is not through family sharing. On the game page, it shows that he has the game. When, for the sake of interest, I tried to gift the game itself, steam told me that he already has the game. That is, in the basket for DLC it tells me that he doesn't have the game, but on the game itself it says that he already has the game

looks like it didn't work

Try removing the DLC from your cart and start the process over.
