I can't upload anything to any chatroom
Every time I upload a video or image I always get "Failed to start upload: A server error occured. (25)" no matter what. Does anybody else have that problem?

You're probably out of cloud storage. On the panel where you pick your file to be uploaded you might see that you have only 0.5MB left of your 18GB of cloud storage(or something like that).
But try asking Valve. Perhaps there might be another reason its preventing you. I was able to upload a game specific screenshot a few days ago, I haven't tried new artwork. When I do I'll let you know how it goes.

I even tried uploading images that are less than 1MB, and it still won't let me even though I got about 17 GB of cloud storage. Probably just a weird bug or something.

Do you have Family View enabled?

Chat images do not go against your UGC cloud limit.
