So for the past week or two, I cant update any games because there is always one game that is "stopping" but it never stops, then I cant close steam, because its trying to stop a download, which wont stop. This means I cant uninstall any games, or update any games. I've tried clearing the cache already too. Windows 11. Any advice?

Also, when I close steam from task manager, I cannot reopen it until i completely restart my PC.
