there has been other steam user that notice this, im talking with external browser , not steam client
But people forget here steam is also a browser so maybe its a windows browser chrome issue.
I use Firefox at this pc and MS edge on this pc and that dont do that.
On older pc Chrome is install and that do it more frequent, i know its not proof , but lets see if other notice this also.
You do know you can reset Browser to default and clear cache , and even reset a cookie with login/pw in Browser own option, i and other will not explan how and where them option are. ( to many Browser apps with diffrent version and settings in how to do. ) and not sure this help at all. )
