Found one UAC in steam guide section about but that is decads ago
UAC dialogs prevent streaming. If you're a game developer, please avoid requiring elevated permissions to run your game.
I and other have seen other game do not work when special or compatible settings has been set at steam.exe
Old game Oblivion did not tamper with sections game will not launch and was greyout.
We actual has so few cluew why this happend to other steam user, some post with it is there, but not what cause this, uinless you do have fiddle with some steam settings.
ps.
Old tip might still work reinstall steam over current to fix whatever admin and windows user with UAC might fix this, but what cause this if you have not change anything at all, as fare as i know you are in tropuble. ( user rights that dont work outof the blue is not a good thing. )
Do you still have restore to a previous windows restore point then that might help you.
And dont forget this si a community forum, not support.
and ppl with turn UAC off, that is issue to ID person on the pc is the right user.
Turn off UAC is not a option ever anymore, because if you enable it again then all them app without UAC will poke you about it.
Point is old OS past user with very bad advice or more harmfull seen with todays eys.
drev change and rights could have effect UAC to steam.
You do that in steam storagemangement, i doubt its this, but i have no other ideas why it could happend.
If you happen to adjusted UAC level in the past, that be reason why it's happening, otherwise you could adjust it yourself, but it's recommended to leave it on default as it's goal to prevent any random apps from getting access to things without user permission example virus.
You can find UAC by typing in UAC in the search bar on your windows taskbar, it will display "change User Account Control settings".
