Try use Validate game intergrity of files first.

Or enter steam settings storagemanagement and repair steam library.

Make sure you have done a cold reboot ( mean pc from a shutdown from scrates. )

Steam do not normal redonwload files over and over, ( this mean family share content issue with own files maybe or 2 steam multi user account atht dont have same conetent , yes you are in crazy ideas then steam do this.

Other tip after its done down try exit steam and start it again, and see if it stop updating, and this is effect with other system issue like reboot pc, not enough ftree room so windows recovery of free space cause steam issue.

You need 200gb+ ( even more storage with next gen games )

so i managed ti fix it for now, move the ASA file from the from the Seperate steamlibrary file to the program 86 file one

Steam does not generally allow more than one library per drive. It seems you have two--one within the directory of the Steam client and another in the SteamLibrary folder. I recommend that you move all games from SteamLibrary to the one in the Steam directory and then remove SteamLibrary through Settings -> Storage -> "..." -> "Remove Library."

that wont work.. it only sees the main D drive not the 2 separate folders

Let's try this manually.

1. Exit Steam through Steam -> Exit.
   
2. Open "D:\SteamLibrary\steamapps." Do you see any files that look like "appmanifest_****.acf?" If you do not have any .acf files there then skip to step 13.
   
3. In drive D, make a temp folder "D:\temp_steamapps."
   
4. Move all the appmanifest_***.acf files from "D:\SteamLibrary\steamapps" to "D:\temp_steamapps."
   
5. Now make a new folder in D:\temp_steamapps" and name it "common" so that you have:
   D:\temp_steamapps\common
   
6. Open "D:\SteamLibrary\steamapps\common" and move all the folders to "D:\temp_steamapps\common"
   
7. Note the names of the folders that you moved to D:\temp_steamapps\common. Each name corresponds to a game that you will need to uninstall in the next steps.
   
8. Start Steam
   
9. Go to Steam -> Settings -> Storage and look for any of the games that you noted previously. If any of the games show in the list of games, then click the square boxes to the right of each game and then afterwards click "Uninstall."
   
10. Check your Steam Library to make sure that the games you noted appear uninstalled (greyed).
    
11. Exit Steam
    
12. Delete the folder "D:\SteamLibrary"
    
13. Open D:\Steam\steamapps\libraryfolders.vdf with notepad or notepad++. Towards the end of the text you will see something like:
    "1" { "path" "D:\\SteamLibrary" "label" "" "contentid" "*************" "totalsize" "*************" "update_clean_bytes_tally" "0" ""time_last_update_verified" "0" "apps" { "*********" "*********" } }
14. Delete the lines in the file that are at the end that look like the above. Then save the file.
    
15. Move the contents of "D:\temp_steamapps"--both files and folders--to "D:\Program Files (x86)\Steam\steamapps
    
16. Start Steam. The games should now show as installed.
    
17. Make sure that there is no "D:\SteamLibrary" folder.
