Is this a new type of videogame scam?

So I bought a game called Humiliation dungeon surviors. Author promised update over discord. Now they are selling updated game as a brand new game called: Survivor Girls of Monster Dungeon

This is not DLC mind you. The new game contains very little new content. It literally seems like TWO CLONE GAMES. Each has a different name. To illustrate this better: The newer one being something like update version 1.1 while older game being something akin update version 1.0. Older game was practically abandoned and receives none of the promised updates. This is not standard practice in gaming industry. I feel like I was scammed.

Why charge people who believed in the dev and their game again, after buying the original game already? This will just make me distrust indie game developers.

Basically I did not even know the dev has already released the promised update as entirely new game. There was ZERO communication from the devs side. It is one of these chinesse/korean games made available on western market. Avoid such games at all cost.

Do you think there is anywhere on steam where I can launch a complaint? Or maybe get a refund, even though I already played the game for 10 hours?

It's not really a scam. Seen this happening many times with several games. It's probably due to significant changes with game. Game engine change is valid reason to sell as new game, because developers not wanting to break existing mods etc.

There are no mods for this game. Dev literally said on discord: Players look forward to the new update, one of the main characters will get a voiceacting! Then no communication. No justification. I did not even knew there were two games.

Just bad communication from the devs. Consider not buying any more of their product. Leave a review pointing out the discrepancy between expectation and reality.

Well it sounds a bit sticky. Here's a few things I've noticed over the years.

People call everything a scam, if someone has negative feelings or a knee jerk reaction, it's a scam. Kinda makes the term meaningless.
Gamers think everything is a promise. A developer shares future plans, gamers think it's a promise. But plans change for any number of reasons. Have promises been broken, or where "promises" invented? It's not all one way or the other. Although everyone is always sure they're right.
Having a warped or self-serving interpretation of things doesn't strengthen your claims. If you're not taking things with a grain of salt. if you want to pretend there isn't decades of precedent where plans for features or updates didn't pan out for any number of reasons, that's on you.

I'm not saying the developers are always right, or ethical or anything. Things aren't black and white like that. It's all shades of grey, like it or not, and if you don't operate under the reality that not everything is a promise and stated plans can change on any day, that's on you.

After all, to even a greater extent that you think the developer has promised you things, or is scamming you, you've provided very little hard evidence for the claims you claim the developer made. So how can I know if you're stating anything verbatim, or if you're paraphrasing or re-interpreting for your own benefit?

And ultimately if a developer wants to manage their product badly and wants to manage their customers badly, that's their decision, and they can live with the consequences.

DUDE! I literally bought newly released game one month. Two months later, it gets sold as entirely different game. :D

And? You didn't see fit to mention that detail in your OP, so no way I could know about it, and apparently you don't think it's important information. Too late now.

You also didn't provide evidence for most of your claims. And blindly trusting no-name developers is your choice. I'm not saying what they did is right, but I am saying that blindly trusting developers and their plans, pretending everything is promise and every disappointment is a scam isn't being a very smart consumer. What I said are general rules, which is the best that could be done with the quality of information that you provided.

And? You didn't see fit to mention that detail in your OP, so no way I could know about it, and apparently you don't think it's important information. Too late now.

Ust flag on the games store pages to report them. If Valve thinks it's problematic they'll take action. If they don't then they won't.

I still do not get it. basically releasing the same game, with same tags, two months later again. JUST TWO MONTHS LATER, after original release. With different name. To sell it again. Without mentioning the original game or what is so different. Or without giving fans any message or discount. This is highly unethical business practice.

Btw, is there any way to get money back from my steam vallet? Depending on how this gets resolved I may migrate to GOG. I have red they have more player friendly policies.

Still man, rereleasing the game 2 months after original release under different name. It makes me angry. There should be base trust among people. Even without signing stuff on paper. It is common decency.
