Can not download or update any game files for a week
I have encountered an issue that I can not download or update any game files for a week time.

Downloading can start, but they always stop after several seconds and get errors as: 'content unavailable' or 'can not connect to the content server' or other things.

I notice that my steam has downloading speed, but the hard disk usages always reduce to 0 after several seconds. So I think this is maybe the reason which cause this issue.

I had followed the guide here:
https://steamhost.cn/help_steampowered_com/en/faqs/view/21F5-8D5D-0141-7A5E

Here are methods I had tried:

1. Clear download cache
2. Change download region
3. Restart steam and PC
4. Reinstall steam
5. Repair game library
6. Disk check and RAM check by using windows 11 built in function and no error was detected
7. Add steam folder to the exception of windows defender real-time protection
8. Turn off the windows defender real-time protection
9. As I can log in and ask questions here so there''s no problem with my internet connection

And a weird thing is that I connect my steam deck to my PC's hotspot and it can download game
normally.

So I sincerely come here to ask for help.
If anyone can help me with this issue, I would be greatly appreciated.

I don't, but I managed to get it fixed with a second reinstall on top of the first reinstall I did. I don't know why, but maybe it was just a bad file or some ♥♥♥♥♥. Maybe it sensed that I was done, but my friend seems to think that it had to verify steam itself. So yea for others here, just remember everything that's not steamapps, userdata, and the steam application (even if you already did it), it might just fix the problem (for reasons unknown).

Did you reinstall your games as well with new Steam reinstall or did you save steamapps file ?

Save the steamapps file, also save the userdata file and the steam application. It forced steam into an update that wasn't there when I checked for updates. All my games were fine, if you care about the icons there, restart Windows Explorer in your task manager, if they don't appear then you can reset them from the bowers local files unless it's an icon they don't have then you need to uninstall and reinstall the game(s) but you won't lose anything.

Win 10 here. I have similar issue since yesterday. But only with a one game so far. Dinkum.
All other games from my library i rigorously tested including ones that had recent update. They download and update properly.

Dinkum however same errors as you when i try. It get stuck at 94% then:
"Corrupt download" , "Content unavaialble" , "Content servers unreachable" , "Disk write error"
Those're the same error messages I get. Actually about 3 weeks ago I had this issue already, but only with new games' download but not with old games' update, at that time I could update the games which I already downloaded in PC normally.

But for now I can't even update my old games..

Furthermore, now I am trying to download a game with Epic game installer, it seems the progress is going well now so far although the download speed is quite low.

Ok. The game download by Epic is successful, so I presume the problem is only on steam?

I just recall that about one years ago I couldn't update The Witcher 3 on steam with the same error messages that mentioned above and also the other one game which I can't recall its name....

Steam should really fix this issue.

I also have Dinkum at my download queue with those error messages. :)
I am suffering this issue as well, two of my games "R.E.P.O" and "Dark and Darker" Refuse to update or install pas certain percentages.. "content unavailable, or "content servers unreachable" super frustrating, not even sure why.

'content unavailable' or 'can not connect to the content server'

Try enter Big screen mode and retur to large mode, yes it sounds stupid, byt if i remember correctly some steam, user notice a issue with it. if this is switch to BS and back some steam user use that controller mode.

Also raise a issue with, whatelse has change then it do work before, do not have change ISP or new pc install with missing ports open.

You need to have some pc skill to understand this msg. or try with other pc as test ( spare pc or friends laptop ) this is know as if that work then i have own pc issue and this is not a ISP or Steam issue.

And it dont help then steam has mass steam sale event atm.

Sorry I didn't quite understand your meanings. You mean it's because of missing ports? I changed to BS and returned and it didn't help.

Whatever is going on here (can not connect to the content server )

Dl will not be possible, you haad this issue before steam event sale, be happy you did, i most here will blaim your ISP into steam has a issue.
You should talk with them anyway to make sure this is not a own local Fiber region planeed work that end badly for you.

As i said do not help stem has mass stame event sale atm, if you had a little jole before can be seen as total congested now. ( and thats why i mean be happy you had that issue befor that i most helper here will judge line into steam arm is busy and you cant get through.

You most have other issue and that why i mention Big screen and flip flop back and forth other steam user have discover , and no i do not know why that can happend.
( hibernation mode or other pc shutdown that DC line into steam store ) there has been other steam user mention thi sin the past.

DO not stay in store use own home lib was a steam user that notice this.
Store info content change, home lib do not.

I could not write to you i had a ban last week, i did see your post,

"And a weird thing is that I connect my steam deck to my PC's hotspot and it can download game"

this mean you mobil horspot work and path though that ISP is not same as you pc

test with spare pc of friends laptop to confirm or rulkeout own pc issue or is it from router to though own ISP into steam.

This is know as good idea to test do my pc have a issue or is it my ISP into steam
so you dont have to lets say yell at own ISP or Steam for own pc problem, yell is not the way , but i bet ytou know what i ment by it.

some wallplug is a patchcable to laptop for max testing more common maybe today then the past with modem and router between you and ISP , but today they can also be the problem, thats why direct connecting is seen as best test.

Apparently reinstalling Steam client solves this issue albeit temporarily.

It did nothing for me with Dinkum specifically but if ya haven't tried give it a shot. It couldn't hurt.

"Steam download data is corrupted" message preventing installation or launch

Temporarily resolved by uninstalling and reinstalling the Steam client."

Reinstall steam, for a local game devs own issue, not what most here will say fine by me.
i'm not argue with you, but most here will say not going to happend. with all other game devs game work fine and work before that issue.

Steam made option with clear DL cache for exatly that issue.

and validate game intergrity of files should also FIX this, or still give you game files that game devs still has as not working a sync match of current upload files from game devs.

Check steam lof for dl chuck failed files and go delete them and start DL again or validate game intergroty of files should fix this.

ps.
still require your steam can reach steam content server and you are online.

if wifi use cable, if VPN then stop use it.
( if you are out of reach or to many jump TTL ) because of VPN

Time to Live
TTL, or Time to Live, is a mechanism used in networking that determines the lifespan of data packets. It specifies the maximum number of hops (or routers) a packet can pass through before being discarded. The initial TTL value is set by the sending host and is decremented by each router that processes the packet. If the TTL reaches zero, the packet is discarded, preventing it from circulating indefinitely in the network

ps.
we have also seen ppl use turn off ipv6, so technicaly you can be a in pocted that is segmented, i only have seen this example in tekst book IT, never seen that in real life

if you have IPv6 vs ipv4 issue that is your problem.
rule is if own ISP use it then you need it.

https://ipv6-test.com/

it dont look like this then GOG is working, but dont forget other steam user might read this and have this in top of same issue as you do now.

Thats okay and all take the tip with it, but also can be seen as a big mistake then other games DL work fine.

ps.
Do not have win7/8 in top of this, other post with DL issue with past OS is start to be well know issue, but that dont fir OP issue.

win7 is past OS and games that has a steam warning in the store about from januar 2024, and again do not fit here.

there will be many past steam user with alot of DL issue if you do. old games from before win10

No offense, Iceira, but your English is abhorrent.
Just use some AI translator, so people can try to understand you. All you're doing now is just confuse people.

Good to know I'm not the only one having this issue. I have a few games doing this, one of them is a dlc for Vampire Survivors which is strange, but it's getting really frustrating. I've tried practically all the suggestions and even used the Windows Diagnostic Tool and found 0 issues.
