I managed to solve the issue. It's unfortunately not too obvious from the Steam client side. But when I started a game I had notes in, I noticed that on the notes window, there was a cloud symbol. I clicked on it, and it stated there was a cloud conflict. I was unsure of which option to choose.. so I digged down into where the notes are located, opened the notes with Notepad++ and saw that the notes stored locally are really there. So I choosed the option to keep the local stored notes, and it synced with the cloud.. and then, all the notes on all games are back!
It seems like it was clearly a cloud issue from Steam's server side that caused this. The conflict prevented any notes from being shown.
I'm assuming that the local notes will be the more up-to-date version, since local is saved first then uploaded to the cloud after right ?
Nice one , you guys are legends
Can't mark my own post as answer, but I marked your reply as the answer, which shows my solution post it replied from.
