Regarding steam gift cards

My billing address is currently Philippines but I want to change it to Canada so I can use a steam gift card FROM Canada. When I try to redeem it, it is unsuccessful.

You need a bank/credit card with a billing address from Canada.

Wallet cards can't help you change country.

Ahhhh I see. So if I per se, add 5 CAD to my wallet it will change my billing address to Canada and I can finally use the card?
