Steam does not charge fees on gift cards, no.

They're basically 1:1 money transfers.

But how could this be? It couldn't be a 25 USD gift card because 25 USD is 18 pounds,and i had 12 pounds,12+18=30,but i have 36 pounds right now! It couldn't be exactly 50 USD either,because 50 USD is 36 pounds! There's no other option inbetween 25 USD and 50 USD,so how could that happen???

Sounds like your short term memory issue you mentioned in your OP mistook the balance you had before the gift.

All it says is "Conversion" and exact amount i have on my wallet right now,which is 36,which couldn't be achieved if it was 25$,which also couldn't be possible if it was 50$ since you said "it has no fee" and since 50$ is 36 GBP.
