Deleted html data, turned off acceleration in settings interface, reinstalled steam entirely, tried administrator, and deleted steam browser data and web cache data.

None of this helps. It took about 20 "resets" of steam opening the store page but closing it before it loads over and over for it to settle this time.

On and off with varied severity this has been going on for about 5 weeks now probably. It is at its worst now tho. But it seems not to be guaranteed EVERY single time I change accounts on Steam or exit and restart.
