First off, this is a holiday weekend, so steam will be busy, which could slow down your download speed. Also, talk to your ISP provider, most ISP providers tend to throttle alot during holidays to save money. You need to contact them and check with them.

NOTE: All ISP providers throttle. It is hidden in the contracts you sign up for when you first sign up for your ISP. It is even done more usually during holidays. Depending on the country or location of the ISP, the holidays could change. If they say they do not throttle, they are lying. All of them do it.

If that is the case then why do I get the same 1000Mbps all year long?

In that case it could be caused by your system configuration and harware setup. Everyone's hardware and system configuration are different, and different setups of it can lead to issue. The problem with this issue is that it can be caused by multiple issues, including throttling by your ISP, the server side of steam, your pc configuration setup software side, and your pc hardware side. Due to the issue being this broad, it is sometimes hard to distinguish where the issue is coming from. The best place usually to start is to look at your pc system configuration, then the pc hardware, then isp. Most likely though on holidays it is either the ISP throttling or steam being overwhelmed. Also, all ISP do throttiling on holidays, i saw what your wrote, but unless you have enough money to own your own ISP, they all do it. Prove me wrong. BTW, most lie about throttling. I once found a older ISP i used throttled me, but they lied to me over the phone. When i have evidence as such, they hanged up on me on the phone.

Heck this issue could even be caused by a corrupted driver file.
