This can be transferred locally
Really? OK, so I turn the old PC on to do the local transfer and sign in to Steam, as soon as I do, the new PC gets kicked offline on Steam so I can't transfer locally.

Anyone know of the fix for this? Every game I go to install that is already on my old PC tells me I can locally transfer but I can't, as the new client gets kicked out.

Can you explain what exactly you are doing and why? Are you trying to transfer it to a new pc? It is kinda confusing what you mentioned above and is unclear. Lack of information is hurting your case.

Built a new PC. The old PC will be decommissioned. I've signed into Steam on the new PC. Any game that is already installed on the old PC, Steam tells me as I click install that "This can be transferred locally if you turn the old PC on". So I do, sign into Steam on it, and it instantly kicks the new PC out of Steam. So I give up and just download the game again from the Internet. As the feature appears to not be working as intended.

Game File Transfer over Local Network is enabled on both PCs.

I'm currently signed into Steam on like 4 devices so something is definitely wrong, Steam should only kick you out if you try to run two games at the same time.
