I got ripped off (in my feelings)
I played Life is Strange: a free-to-play game for 4 hours and loved it, so I bought episodes 2 to 5 for €19.99 until I saw that the whole remastered version costs €15.99.
It's not for the money, but for the remastered version. I haven't played the DLC, but Steam tells me I've played for 4 hours: yes, but the free episode, not the DLC I paid for!
I can't contact them directly; they respond automatically.
The game publishers don't want to help me either.
Is there any way I can talk to the Steam team? It's a bit lame to offer the old game more expensive than the new one and not help rectify the situation.

Did you buy the DLCs through Steam?
Big LiS fan. You won't miss out on much and in a lot of cases the facial expressions are worse or straight up weird in the remaster.

I wouldn't hold my breath on a manual refund going through anyway. You had played the game for 4 hours during a free weekend, then purchased episodes for the price advertised, in valve's eyes they may not like that very much but is up to them to decide.

The thing is they can see when the transaction took place, they will see that op just bought them,on the other hand valve does kinda have weird rules for dlc, pretty sure that dlc that have items that open in the game aren't refundable but these are actual dlc/expansions so it migth be different haven't actually ever refunded expansions

Find the purchase here: https://steamhost.cn/help_steampowered_com/en/wizard/HelpWithPurchase
Click on said purchase, then choose the "I have a question about this purchase" option. Explain politely.

You should hope for the best. They do factor in free weekends with manual tickets, so give it a try.

Buying dlc for a game that has several hours on it would be a clear indication the person enjoyed the base game enough to purchase dlc with it, otherwise that indicates they made a poor decision on purchasing the base game to begin with and in turn a poor decision on purchasing dlc. Again this ties in with the fact they have several hours in the game, so purchasing things (game license, dlc) after those hours more or less indicates they like their purchase. Again this is speculation and simply addresses op's claim of being "ripped off" when it didn't seem to be the case.
