if its just steam download speed, try limiting your download speed in steam client settings, check the download again?
assuming it was a steam thing, this has been a complaint for over a well over a decade.

+ also what Abouve user point at, if this is the case, you will not egt a new modem/ router if this is not a ISP task to do so, some connections its user own Router. and not a ISP problem if line is fine.
Test with other pc to try ruleout own Home network mistake.
1. Isnt the download going simply to 0, its literally the internet in my pc stopping, like, I start the download and after a min or two everything in my pc that uses internet stops, Discord ping 5000, YT videos infinite loading, etc, and I know for a fact that is my pc internet cuz my phone still can do the normal.
2. I know for a fact that isnt a driver update because I search for updates every start of the month.
3. This problem isnt a recent one, it started in March, but since I normally download when Im going to sleep wasnt a huge problem, but 4 times that I tried to download while in call with friends the bug happened, rn a download that would be 20min is taking 1h30 to finish.

You can addes steam.exe to excaption rule, but how will you know name or game.exe then you have not DL it yet, some AV app have Qurrantie Folder, and app name is there.
You can try change stem DL zone, but if AV app block it you will not get past same ?% that is not possible, and we have simple stop ask uers do you have free storage space enough.
Do note steam has event sale, this mean its like a Black friday , and we all blaim our ISP for congested network, reason is steam handle very well doing Corona then many nationns people was home doing it, also why most have stop suggest steam cant keep up, but we all know all steam user can be on same server, and we are all spreadout at each server as best they can test nearest server.

We all assume ofc you are and yet we still see a few steam user still use old OS with outdate lifecycle
+ you don't mention corruption. so it can't be that.

If you have spare pc test it on that. what are the odds you have made same mistake in blocking in the OS, atleast that's one thing you either confirm or dismiss.
You can try safe boot mode and other interference issue, steam has a guide section with it.
assuming its not pc wise, since you said it isnt a steam issue.
then it likely an issue isp wise, i would call them up and ask for a tech appointment.
could have issues anywhere down the line, be it your router and wiring in the house, wiring from house to pole, or booster and connection drop on the pole (due to weather, be it moisture, heat/cold and other various things), or even down the main line through your neighborhood (due to wear, or animals chewing through some).
have all that checked, see whats said or can be done and check to see if its resolved (most techs will stay with you to assure your problem is fixed, or even help with the checking).
though keep an eye out for bad techs, some are simply lazy, or some even make claims you didnt answer door/phone and drive off, to then cancel your appointment, if you find this being done, find another isp, or they will rip you off in the long run.

steam can destroy a persons bandwidth in many cases, no matter how fast your speed is.
even seen mention multiple years back, searching basically the same issue and seeing people talking about steam, destroying their bandwidth and something about it causing their dns to drop out, thus losing internet.
anywho..
a very long time ago, i was having issues with steams speed dropping to zero when downloading games, but everything else worked fine as my internet was working outside of steam, i solved it by simply limiting the speed steam does downloads.
which is why i asked about that first and mentioned limiting download speed through steam settings.
when you said it wasnt a steam issue, i then mentioned how one can have issues from router/lines in the home, to line from house to pole, then booster and drop down connection, to main line through your neighborhood, as i have had that issue as well, because i have had lines chewed through, or weather causing moisture/heat/cold issues in the booster or drop down connection, along with splitter connections between cables.
in any case, try one, the other, or both and see if it works.
easiest is limiting steam download speed, to maybe 3/4ths of your Internets top speed and trying again.
if that doesnt solve it, try the isp tech suggestion, to assure yourself, that its not a problem on your end, or is and it gets fixed.
in any case, through said troubleshooting steps, you may find the issue, doing either.
