Games stopping for 10 seconds before I can play again, consistent issue with all Steam games and only happens with Steam
Posting this here because Steam Support told me to go ♥♥♥♥ myself and I don't have any solution.

Does anyone have any idea what is causing this or how to fix it? I've already tried updating my graphics driver, reinstalling steam, restarting my computer, etc.
