guide button doesn't open steam overlay
im having a bizarre issue where pressing the guide button on my xbox one controller doesn't open steam overlay. game bar is completely disabled (and uninstalled), both "guide button focuses steam" and "steam input for xbox controllers" is enabled, and the xbox extended feature support drivers are installed. i have a workaround set for now with the guide chords, but if i don't have to, id rather not use that. maybe im missing something and just completely glossing over it? not entirely sure. any help is appreciated!

disable the xbox overlay. It is under windows and pre put on all windows pc's. It may fix your issue.

To disable the Xbox Game Bar overlay in Windows 11, navigate to Settings > Gaming > Game Bar and toggle off the "Open Xbox Game Bar using this button on a controller" option. This will prevent the overlay from appearing when using a controller. You can also disable background activity of the Game Bar by going to Settings > System > System Components > Game Bar > Advanced options and setting "Background component permissions" to "Never".

You probably have too many overlays on. This can confuse pc's on which one to use. Like too many people talking at same time in real life.

you misunderstand; i have windows game bar completely uninstalled, so these steps are non-applicable. there's no overlay conflict because there is no overlay to conflict With. if i press the guide button while in game, it does nothing
In that case maybe it is the opposite. Maybe you need the xbox bar installed on your pc?

before i uninstalled the game bar, i tested it while it was disabled and the steam overlay still didn't show. i was hoping uninstalling it would be the fix but i suppose not
I'm having the same issue, although I still have Game Bar installed. I disabled the option to open game bar with the guide button and the steam overlay still will not open.
