You can craft any game badge regardless of game ownership.

The only thing about free to keep for a limited time games is they don't drop cards.

You can craft a badge sure but with free games, you don't get any card drops. You can actually craft badges for games you don't even own - once you have at least one card in the set, it will show on your badges page.
