They are usually flexible and will generally still refund if you go a little past these limits if one or the other is low, but a year is a bit of an ask even if you only played 15 minutes. The only time they make exceptions to this refund window is if the dev makes a considerable change that negatively affects a lot of users. (Like Sony blocking 80% of the world from playing Helldivers after purchase.)
