No, you need to meet the two week requirement also. The money you paid a year ago has long been distributed, banked and spent no doubt.

I wasn’t aware that steam had a refund process until today and honestly I forgot I had the game for a while cause I’ve only played it once

Refunds must be within 2 hours of play and 14 days of purchase (14 days of downloading the game if you are EU)

They are usually flexible and will generally still refund if you go a little past these limits if one or the other is low, but a year is a bit of an ask even if you only played 15 minutes. The only time they make exceptions to this refund window is if the dev makes a considerable change that negatively affects a lot of users. (Like Sony blocking 80% of the world from playing Helldivers after purchase.)
