So if you have nothing in your wallet, there is nothing to use.
You cannot use what you dont have.
If you dont have wallet funds, they you cant use wallet funds.
If your Steam Wallet is empty it will use the payment method you have attached to your account.
Steam has TWO payment pages can't mix them up number 1, and number 2.
If you have ANY steam wallet funds it automatically use it on page number 1 if you have enough funds, you can also CHOOSE not to use steam wallet funds on page number 1, otherwise IF you LACK steam wallet funds to cover the amount it will AUTOMATICALLY take you to page number 2 to pay the REMAINING amount using external payment method.
IF it your 1st time, or have deleted the information, or didn't save the information for Steam wallet usage, it automatically take you to page number 1, asking for name, address, and etc so they have it on record in order to use Steam wallet funds. Saving your information is optional.
If you wish to not use Steam wallet funds at all, and happen to have Steam wallet funds, but don't have enough, when you're on page number 2, you see BLUE button say BACK on it click that to take you to page number 1 which you can choose your external payment choice instead of using your steam wallet.
