You technically aren't allowed to let anyone use your account but if you don't say anything (like you just did), who would know?

But why would you make a post about violating the Steam Subscriber Agreement if you don't want to get into trouble?
He (and only he!) may log into his Steam account on your computer.
Games rarely have a RunRestrict flag (compared to a PurchaseRestrict flag) so he should be able to install and run the game because he was already assigned a license.
EDIT: Scratch that. The game doesn't have a PurchaseRestrict flag on Steam. It just refuses to connect for connections from NL and BE. He won't be able to play on your internet connection.
Be aware however that if he installs cheats on your system and they trigger a VAC or game ban on your account, then YOU are still responsible.
The game is blocking connections from Belgium and Netherlands due to local anti-lootbox/gambling laws.
