As for recovery process just pick all options saying ''you dont have access'' including ''i dont have access to email associated to this account'', then it will guild you to the manual ticket to contact support.
That would be due to the account holder enabling those.
It seems like a joke until someone else is attempting to gain access to an account that is not theirs.
