Refunding Separate Editions

I bought the incorrect version of Escapists 2, that being the base version. If I submit it for a refund and then buy the special edition before the summer sale ends, will Steam take the ability to play the game from me? Im just wondering because it says "If purchasing for yourself, you will not receive an extra copy"

You have to wait until the refund is processed before you buy the proper edition.

Unfortunately, this might not be approved within the remaining 10 hours.

The different edition is basically just the base game plus DLC. It's a package. It's not two separate copies.

So if you don't wait for the refund to process, you will find yourself with DLC and no base game in which to play it. You'd have to buy it again after the refund. You're basically throwing money away because you're not waiting.

There is always going to be a future sale. If you miss the sale, wishlist it after you get the refund and Steam will notify you the next time it goes on sale. Then buy the correct edition.
