Paying with Paypal not working...
I get the message: "We are temporarily unable to process transactions with this payment method at this time. We apologize for the inconvenience."
My CC is up to date and no issues with purchasing on other sites.

Use a different payment method than paypal. Steam is temporarily unable to process Paypal transactions.

That sucks I have credit in Paypal.
Is there an eta to when it will be resolved?

No official ETA sadly. Your only option would be to wait if you don't want to use a different payment method.
