It's a scam.
Report and block all people involved in that scam.
Valve employees will never communicate with you about your account using any chat system including Steam Chat and Discord.
Any claim that you've been accidentally or falsely reported for fraud or any other infraction is a scam. Do not follow any instructions provided by the scammer.

Did you give any information to the scammer?
Take the following steps to secure your account (just to be safe):
1. Scan for malware. If you don't have a malware scanner use https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://steamhost.cn/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://steamhost.cn/twofactor/manage
6. Revoke the API key (there should be no key). https://steamhost.cn/steamcommunity_com/dev/apikey
Then everything is fine. Don't worry about it.
