i see this as a common problem and the recent fix i have found for it is from ChatGPT:

1.open steam shortcut
2.right click on context menu -> properties
3. in 'Target' field, append : -no-cef-sandbox -cef-disable-gpu
4. apply and relaunch.

this temporarily fix the issue where steam just refuses to launch, halting everything.
