does valve own the game? if not, then its not steam or valves problem. take it up with that games developer or publisher.

if you have feedback about a game, post in that games forum

No it doesn't. Steam doesn't work on other company's projects. And if you're the only one experiencing the issue, which is likely, kinda seems like it could be a problem on your system. Doesn't seem like you've ruled it out, or have the expertise to do so.
