Thats steam error code, but that dont make sense with the way you talk about,
Is this a DNS issue somehow to store page.

You do have Login issue if i read it correctly

Have you chnage ISP or have ISP change something like you neeed to open for steam traffic..

I assume it has worked before, maybe ask own ISP if they have planeed work or emergency issue with connection.

I could also say get sms service if own ISP has such so you know they do work and dont waste your time on falthy finding, most pc user today have learn a max wait 24 hours and ofc reboot router and pc , but this dont make sense then you can play games CS2.
so it do look like local issue. ( or steam server glitch ) but i bet other steam user from your region might help you better. ( and if you are lucky get a steam user with same ISP near you. )

Required Ports for Steam
All required ports to run the Steam application are listed here. It is possible that other games available on Steam will require further ports to be available.

Note:
Many university networks and proxies block required ports for Steam operation - please consult your network administrator to ensure the required ports are open if you are using a university network or a proxy. Ports required for Steam can not be re-mapped to HTTP or reconfigured to a custom port range.

Known Issues with Internet Service Providers (ISPs)
Important:
If you notice that your Steam connection only has issues during certain hours of the day (for example in the evenings between 5pm and 11pm), it is possible that your ISP is blocking or "shaping" your connection. Please test your connection at other hours of the day and contact your ISP directly if you believe this is causing the connection issue.

Some ISPs have been found to block ports required for the proper operation of Steam and Steam games:
012.net (Steam traffic blocked)
Bluewin (Firewall blocks Steam from provider side - must be disabled through provider's service portal)
Dutch Telecom (Steam traffic blocked)
ISPFree (Steam traffic blocked)
Micronet Broadband (Steam traffic blocked)

Change steam DL zone is first things most will do actual require you can login at client, and how can you play CS2 if not. ( so path and route from own ISP into steam is still best suggestion, in your case worst idea, but not then you try ID with who and where this problem is.

You need to understand network in who shall you contact to get help.
that look like a own ISP issue with there partners partner into steam.

And this is why you hope change steam DL zone effect this, ( not sure it will fix store information but DL and games it ( we know it help fro DL, into game server is not same you can hope it will. )

Do not be a win7/8 user ( Algorithem compresion has been change by steam. ) can effect all data. no one send data in raw format.
