Then shutdown pc. 10sec to make sure all power is off at pc board ( its know as COLD start vs warm start , you try make sure static and other low current on board is gone. that is the point.
Turn on pc. then windows is up, rteplug all USB device so it auto configuration and detect all usb device units again. ( this look like a joke it is not , you can have speack at usb keyboard mouse controller printer , you name it faltbed scacner, remote drives even , camara phone, well you get the idea. ( and ofc check sound card drivers ) just incase this is the culprint,
it's years ago or decad ago i personaly have caught a sound card driver issue, it might look lkike first idea to check. but most have notice its more usb satelit with a pitch sound issue imo.
some has even blaim PSU for that, so you see its not that simple to ID
Way back i could hear mouse scroll in speaker and it was PSU issue, yes its crasy but now you know why sounds issue can be other things untill you test pc with least connection things add and more to you figure out or combinations with other gear cause this.

I dont think this is the case, as I slept at a friend's house the other week and when I logged into my account on his pc, it made the same sound. So I doubt it's a problem with my pc.
but regardless, ill try the things you mentioned.
If its a particular friend you need to find who and right click on their name and then manage
to get to when friend starts to play a game and turn it off
You need to do this in the actual friends list and not main steam settings
Oh my god, this might be the solution, because I found one of my friend's notification settings different from the others. Ill test it out for today and report if it works.
