Steam stole $25 from me and won't listen to me.
I'll try to be brief...

- July 1st, My nephew gets Cyberpunk 2077 as a gift (not from me).
- July 4th, I send my nephew a bundle that includes Cyberpunk 2077 and its DLC (Steam did not notify me that he already had the base game as it's meant to do, because bundle I guess?).

I've been back and forth with automated support and eventually humans (that don't seem to have any reading comprehension at all) and they tell me that:

A: There is more than 2 hours of game-time (even though that time is from his original copy and not the phantom copy that steam stole from us).

and

B: It has been more than two-weeks (naturally, as this process of support back and forth has taken forever and began on the day it happened and is not my fault).

They are threatening to close the ticket as they have 'done all that they can' (which ostensibly, was just to regurgitate the refund policy with a copy/paste and nothing more).

My question is, 'Is there a way to reach a support person above these refund-jockey's who couldn't find an original thought with a flashlight and a skull-saw?'

None of these people will acknowledge that they've even read what I've written time and again by accepting that we're talking about 3 different products here.

Please. I am begging. I simply want him to be able to keep the $25 DLC and for them to refund the $25 that they stole from me.

Well first turn the hyperbole down. Any issue with a product/payment is not theft. Saying Valve stole from you is dishonest, stealing implies intent. This just sounds like a misunderstanding.

And it's entirely possible you were warned but clicked through without reading, not out of the question for a human being. Plus given how you've chosen to address the issue in this post one wonders how much sense your ticket and responses made.

At any rate there's not secret other support people you can bargain with or hassle until you get your way. Yes, it sounds like you're having trouble getting the issue resolved and that is frustrating.

Maybe for clarity you can post the support conversation, that might help you get advice on how to handle it

The package deal doesn't give you a discount for items in the package the person already owns.

If that's your take-away, you cannot help me and it's also mystifying why you'd even bother to reply. Might I suggest a career in the Steam refunds department, you sound like a great fit.

So they were both discounted on their own already, I'm not talking about a discount. I'm talking about an EXTRA copy that has just disappeared. Steam did not notify me that they already had the game in the checkout (which I always check).

There is nobody above Steam Support you can contact, Support is the first and last level of customer contact with Steam.
If they say they wont refund you then thats it.
You could do a chargeback for the game gift you payed for but not only would that remove the main game and DLC from your nephews account but also would get your own account suspended till you reversed the chargeback.
So unless you are willing to give up your account for those 25 bucks not really a solution.

The problem is that it was a bundle of the main game + DLC.
As long as the gift receiver is missing at least part of the bundle you are gifting Steam will allow you to do so without a warning.

Doing so without a warning is crazy. I could have just bought him the DLC instead of the bundle if it notified me that he owned the game already. This is a very simple issue for support to fix... the charges are even broken down into pieces on the bill, they just have to issue me a credit for the one item and allow him to keep the other.

It used to warn you and GIFT you a tradeable copy of the game if it was an extra... this is just mental.

It tells the recipient in the gift before they accept it what the gift includes, what they already have and don't get.

And very few game packages give a gift copy for owning part of the package. This is not one of those.

My guess is the nephew may not have accepted their copy before the 2nd gifted copy was sent. As I add the game to my cart, I can't even select anyone among my friends that already owns it making it impossible for me to gift this game to those friends.

Sounds like bad timing and perhaps some over-eagerness from the nephew.
I get all the POV, but making money off a loophole is still shady. Gifting should be a happy experience - this seems the opposite.

Money was exchanged for something that does not exist and can’t be used.

PS: the interesting thing is CPR is player first and would probably do something about this. Write them - that would make a good story and be funny press for Steam.

I have over 600 games on Steam so I have “done my part” but maybe I spend some money elsewhere.
