If you are trying to pay with PayPal, then this message will pop up. PayPal has been down on Steam for a brief time. I think there was something about a new payment policy that Steam has which affected Visa, Mastercard and PayPal

Its the Steam distribution guideline

Specifically this one:
15. Content that may violate the rules and standards set forth by Steam’s payment processors and related card networks and banks, or internet network providers. In particular, certain kinds of adult only content.

Valve now let them selves be "guided" by payment processors of what games they can sell or not.

As it stands now, its irrelevant what game you try to pay for depending on what payment method you use.

or you could look on the forums and realize steam is having trouble with paypal, visa and Mastercard...so unless you plan on paying with goats and sheep..kinda rules out buying anything at the moment.

It is weird that this is not fixed instantly.
