first of all steam gets flashed with black like every few seconds

second of all steam sometimes turns the whole ui black until i hover my mouse over it

third of all when i hover over an ui the little menu with options doesn't appear (example: when i hover over "libary" i cannot see the button to go to home or anything else, they don't appear but i can click on them)

and worst of all every steam has been laggy since these issues came up

my drivers are up to date (even uninstalled the driver and re installed just incase)

pc specs if needed: 8 gig ram, intel i7 2600 cpu, readon rx 580 series gpu
