Depends on the region you got your steam registered to. I got US paypal and when my steam account is set to the mexican region I can't use it to pay.

If it's on the american version no problems. I spend time in both countries so it's easy to switch, the issue is you need payment methods native to the country you are in or else you can't buy jack.
