using vpn
so can i keep my vpn on all the time while visiting steam and its sites. i think i see something about it but i did not click on the posts now

Section 3 A Steam Subscriber Agreement:
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to order or purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

As long as you do not use the VPN to circumvent regional restrictions nor to purchase and/or activate games and software from a store region you do not permanently reside in, you should be fine. While it says 'for any other purpose', Valve won't ban you for it if there's nothing to evade for.

ettanin, mines off anyway just wondering, so steam knows who is using vpn? i guess

Yes, they do track the IPv4 addresses you logged into from.
