You should be gratefull that some one dare tell you such. ( because in this times who else will have the gust to say fix your issue, and test on spare PC even, if you knew how many time multi pc user get caught in work fine at spare test pc ( excuess my before we ripe head of Steam support or a ISP ) if we proof, okay i have a own pc issue. with whatever MS or other app that interference with procedur.
if you knew how many time even tech dude get a holy crap i need to ID cause with whatever crazy idea we sometimes get.
Aand technicaly steam any Network issue is not a steam issue that is your ISP, problem is depend on service and if they can test your connection and problem is not there, you are in trouble and bill from maybe wast a ISP time.
So make sure you dont have a own local issue. ( this is fact not fiction )
could save is one thing , disconnecting with network that look like your problem.

Steam dont use WIFI isp dont use WIFI , they are on fiber and patch cable, wifi is only at yout location, i don't even think a ISP dare use WIFI as a emergency solution ever.
Do not use VPN, any tech dude can tell you, you prolong jumps and TTL counter.
