Steamwebhelper doesn't respond
My friend has this problem: he can't start the Steam client because SteamWebHelper is not responding. It immediately stops the process on startup.
We have tried almost every solution to this problem that can be found on Google and Steam discussions, except reinstalling Windows.
Does anyone have any tips on how to solve this?

he tried to write to technical support, but they replied that they couldn't help him yet and advised him to try writing in the discussions.

Windows 10 Home
Processor AMD Ryzen 3 2200G Radeon Vega 8 Graphics 3.5 GHz
RAM 16Gb

He did not install any antivirus software or any other application that could affect the operation of Steam and its shell. The firewall is disabled. And if we talk about myself Steamwebhelper Then, according to the task manager, as soon as it appears in the window, it immediately completes its work.

We will be glad to receive any advice.

As for screen parameterization, no, we haven't tried it. But we have restarted it. We have also set all sorts of parameters in the Steam launcher properties and it's all the same. We have changed the drivers. Reinstallation, even to a different folder, did not help.
There was also a way where through the task manager at the time of launch Steamwebhelper Pause Steam, but the problem is that Steamwebhelper literally shuts down instantly

Upd: Screen parameterization is already worth 100% Therefore, this method does not work either :/

Windows Event Viewer could give some more info on why it insta shutsdown.

tempting to say maybe its related to win 10, maybe missing dependancy or update. but really dont know. you already said firewal is shutdown. win10 maybe also have built in anti malware that. would think its shutdown if you have disabled all security features.

or maybe permissions.
event viwer should tell you if that is the case
