I'm experiencing an issue with Steam download speeds. My internet connection is stable and fast — Speedtest consistently shows 600 Mbps download, and other platforms like Epic Games Store easily utilize the full bandwidth (~550 Mbps).

However, in Steam, the download speed:

Starts high (e.g., 500+ Mbps for a few seconds),

Then quickly drops to 50–100 Mbps or lower,

And often fluctuates or pauses completely.

What I’ve already tried (none of it helped):

Changed download region multiple times

Disabled antivirus and firewall

Used VPNs (Netherlands, UK, USA)

Reinstalled Steam from scratch

Verified drive speed (fast SSD, >1000 Mbps write speed)

Ensured Steam is the only app using the network

Ran Steam as administrator

Tried different library folders and drives

Even during low download speed in Steam, Epic Games downloads at full speed at the same time, so this is clearly a Steam-specific issue.
