why cant i gift my friend repo ? it keeps saying for every game that i need to contact steam support
im pretty confused and id like if anyone can help

if you are using wallet funds, then you need to either contact steam support or use a different form of payment. steam has been restricting accounts using wallet funds to buy games as gifts due to people abusing it.
