It allowed me to make a request I assume thats manual.

Well no one said you wouldn't be able to make a ticket. Being able to make a ticket doesn't negate the policy. I mean, nothing is impossible, but not everything is equally plausible.

A manual ticket is for requests outside of the window. If that gets rejected then it's final.
