My categories and favorites disappeared on my PC client but are still on my Steam Deck. Steam is not syncing automatically either.

How do I sync them up properly? I've tried...

1. Deleting the appdata/local/steam/htmlcache/Local Storage/leveldb files and restarting steam
2. Repairing Steam Library from Steam Settings.
3. Adding games to categories then removing them on Steam Deck
4. Deleting the download cache via Steam Settings.
5. steam://resetcollections
