So technicaly you can install a old VC++ from the past thats outdate from game devs, and MS made correction along time ago.

Not sure being nice here help, then steam user keep doing this.
I and other have seen multi odd behavier also from the pst, with 2 install VC++ that can effect game odd behavier, and other corrupted VC++ issue.
I guess it depend how experience PC user you are, you can find steam user reply with i dont have a issue,because they actual have a new game installed that use newest VC++ so they dont know yuor problem, good luck with not have PC update and its thirdpart driver + own OS and other drivers, they all matter depend how you look at it.
This is know as cause and effect or ripple effect, no such things anymore with dont fix it if it aient broken, that was mecanical age, PC and its software require updates, this is well know among all, even when they scre a driver up, you cant avoid not to update,
And write game devs about is almost hopeless, they are clueless, they ues thirdpart app in how games run that dont mean they know whats the diffrence in them.
So yes steam and game devs is useless here.
all this was learn from 2015 to 2017 2019+ , now game seem stable again after they use MS newest VC++ ( also depedn on game some use older VC++, this is not that simple to explan.

I still use Windows 7. I do have future plans to get Windows 11 but I have to order new hardware to even support it.
