My Steam client isn't showing any games. I tried "repair library" from the folder settings, for both of my drives, it has not fixed it.

Is there a settings file I should delete, to reset all my settings?

The problem isn't about the library (storage) on your computer, it's more like Steam client thinks your account owns 0 games.

Can comfirm I have the same exact issue that started yesterday. Can even launch games from the store page but the library page itself is showing empty. Might be some newly introduced bug
Good old uninstall and reinstall fixed it. As always if you don't want to re-download all your games make sure to move them out of your steam folder before uninstalling.

Before you reinstall Steam email the Valve employee the contents of the directory as he asked in post 7 of the linked thread.
