Every 10 levels increases your chance by 20%. So that's like starting with 5 tickets for the lottery, plus one more for every 10 levels.
Getting to level 50 for a "+100% chance" just means you have twice as many entries in the lottery than you would at under level 10.
The only exception to this is if you can buy things on Steam in the game. An example for this is CS2. As you buy things like case keys or capsules in CS2, you earn card drops. You get a card drop for every $9 spent in the game.
Otherwise, no card drops. It doesn't matter if it was free just temporarily.
