Follow these Steps to secure your account.
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://steamhost.cn/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://steamhost.cn/twofactor/manage
5. Revoke the API key https://steamhost.cn/steamcommunity_com/dev/apikey (there should be nothing in the API Key)

i followed all the steps thank you. my concern now is will it be refunded? i checked every possible thing to fix it i emailed the support already the other people in forums said that to sell the item instead because its not going to be refundable? its not even my mistake
They will not be refunded. You could have easily used a vpn to fake this hence why refunds have stopped long ago for these.
is this for real? not even a proof of steam that i really didn't do that
In accordance with Section 1 C of the Steam Subscriber Agreement, you are fully responsible for all actions on your account, no matter who used the account. This includes actions that occurred as the consequence of fraudulent account access by phishing or malware, be it input relay, session token theft or any other method that granted a third party access to your account.
so according to the "savage resurrection" community discussion other people also experience this unauthorized purchased that happened including me just recently
