Permanently disabled/banned EA accounts cannot be unlinked.
If you wish to play EA games, you will have to get a new EA account and buy them from EA directly.
If you wish to play them through Steam, you will need a new Steam account as well.

You have to try to recover your EA account although that might not be possible as noted by Ettanin.
