You can also try CCleaner check system, and go into tool section and check windows regitstration database and claen up in it , do make backup then you get asked of the app.
You should also know only security app can block or have steam files in qurrantine.
steam call this interference issue with steam. in steam own guide section. look this up in steam help.
Do not have a OS thats outdate, steam only support win10+ ( and so do microsoft. )
We cant test or help you with OS we do not have anymore or will debug on end of lifecycle, if this is the case

There is a reason we once use CCleaner to fix OS issue issue, feel free to do own knowlwdge or app or know how to deal with windows registrations issue, dont think i will explan all windows and there apps left overs to you.
will try it out. i also trie to roll my pc back to earlier save in system recovery but my pc is no longer giving me the option to do so. wonder if its because my pc is no longer under warranty. my specs are its a 2021 alienware aurora r11 with intel i9, 32gb ram, windows 11 pro, nvidia 3080 gpu. i also tried running both steam and wallpaper engine in windows compatibility mode but still didnt work and i also was able to reinstall wallpaper engine when i was in big picture mode on steam and so i tried to uninstall wallpaper engine first before uninstalling steam again but still wont let me uninstall wallpaper engine saying im still missing content
Dont forget technicaly steam hangs not crashed, im not sure windows event log will give you a reason why app crash then it hangs like that.
Look like security block steam or you have other app that cause this.
ps.
IMO, i will test with spare pc or friends laptop to make sure its not my ISP or steam and its my own local pc that have a issue with steam, i could also have said if i5 work on other PC then you have own local issue.
There is a reason a Remote Technician have a Laptop, to proof either way what is going on.
