Not even your provider or expected speeds. Two things that ought to be obvious given the subject.
2. Confirm from your monthly bill the exact Mbps that you're paying for
3. speedtest.net or fast.com and see what you're actually getting. If its too far different consider step #2 and start yelling at them.
4. Optimize Windows. There's at least 8 different things to check/cleanup/tune. Befriend someone of the nerdly persuasion to directly inspect your machine.
Also if you're nowhere near Chicago then figure out why its choosing Chicago. (Your location isn't disclosed on your profile pic so only you know where you are).
