Valve is not going to rebuild the client to work how you think it should.
I have no way if that's true, but if it is, your network should be able to handle far more than that. There are 65535 available TCP/IP ports, over 16k of them for temporary app usage. 25 is a drop of water in a large pond.
You have other issues besides how many ports Steam is using. Maybe the router is junk and isn't releasing unused ports. ISP provided routers were prone to getting "clogged up" requiring periodic reboots. Maybe it has a QoS setting that is strangling other connections. Maybe the ISP is purposefully throttling the connection. Some aren't friendly to Steam. Maybe someone else on your network is over-saturating the line.
25 ports... too many... start up a bit torrent client and get back to me about how many ports are in use.
Not sure what yo want to say. Do you want to say that steam does not care? Because technically it is a very easy change to the client to add another option to the download settings.
This is not about a limitation in port numbers. It is about a very limited total amount of bandwidth available. And with 25 connections all the bandwidth needs to be shared among them. And TCP probes the available bandwidth by observing packet losses. When 25 connections are competing for bandwidth they produce 25x the amount of packet losses.(compared to a single connection).
But regardless of the reason, when steam is running without a very restrictive download speed limit my internet essentially becomes unusable. So based on the information provided in this help forum my only option is to stop using steam.
or set all unti to 100bb full duplex and not 1000mb full duplex ona 1GB line , you can thave other take all then need it and then complain over it. ( most will not buy a expensive router with bandwide sha monitor its also why you see QoS and other bandwide management try fix i take all or should i say old network its my my own wan line only.
this is why QoS was made try spread out depend on current active users.

you have seen many steam user get angry over this because they do not get full DL themself.
yuo cant have both ways. ( there is also control over heads that has a cost )
