2 copies of a game in a family library.
If two members of a family own a game - one with a DLC and second with a different DLC - is it possible to play the game with both expanssions enabled?

No, only the one copy will have the dlc.

DLC are tied to the copy of the game, so if want to play both DLCs, one of them have to get the missing DLC, or you could gift them the missing DLC to the one doesn't have it, if you really wanted to.
